Weather radar layer

Visualize weather radar layer from MapTiler Cloud Weather Radar dataset and get the radar at the point under the cursor.

Using the animateByFactor(3600) function of the radar layer, we animate it in time (next 4 days). Each second of animation corresponds to one hour.
